Roman Surovtsev, who arrived in the United States as a refugee at age four from the former Soviet Union, was detained by Immigration and Customs Enforcement (ICE) during a routine check-in this August. His detention comes as part of the current administration's efforts to meet its stated goal of deporting one million people annually. Surovtsev, whose green card was revoked following criminal convictions as a teenager, had previously been in ICE custody in 2014 when officials unsuccessfully attempted to deport him to Ukraine and Russia, as neither country could confirm his citizenship or provide necessary travel documents.
