During an MSNBC appearance on Monday, Spencer emphasized that neither her city nor the state of Missouri could manage the recovery alone, describing eight miles of destruction through St. Louis. According to Spencer, while state and local officials have been on the ground helping, the Federal Emergency Management Agency (FEMA) had not yet provided confirmed assistance as of her statement.
