The ruling, issued on Friday, maintains restrictions initially imposed by U.S. District Judge Maame E. Frimpong on July 12, which prohibited federal agents from conducting stops based solely on factors such as apparent race, language spoken, location, or occupation. The federal government had argued the order impeded immigration enforcement operations.
